It can be set on a per-game basis, using Steam launch options for those with NVIDIA GPUs by adding this as a launch option: __GL_THREADED_OPTIMIZATIONS=1 %command%

Nope. On the driver side its only enabled for about 6 or 7 games total. The rest need to do it themselves. Some games like Feral ports and VP ports do it in their launch scripts but RL does not.

So is the __GL_THREADED_OPTIMIZATIONS=1 launch command only for NVIDIA GPU's? Because I have an RX 480 and the proton version works great but I can feel slight input lag
