For anyone who doesn't know (like me before this) "rm" is used for removing a file, it's limited to individual files and not directories, the modifier "rf" basically tells the system that the normal limitations don't apply and that this is a forced removal of whatever the object is. The / is I believe the root, so rm -rf / tells the system to forcefully remove the root of the OS. Tldr: Basically forcefully wiping the computer OS and everything installed under in the OS.

should also add that it's very unlikely to work on any modern distro, for one attempting to run it as a user other than root will flat out fail (and if you're running unknown scripts logged in as root, essentially admin, consider it a learning experience), but even running it as root any sane distro will fail to run it as rm is generally set up to --preserve-root as default (if you try this on pretty much any modern distro it'll more or less just tell you "hey, this is dangerous, don't run this!...but if you want to disable the safety and run it again")
