yes, its an issue with D9VK and mentioned at the beginning of the video. Same issue happens in Guild Wars 2.

motion blur could cause a badly damage to the avg FPS in dx10 mode with dxvk/dxup. Is it the same with dx9 mode?

ohh it must have been switched on automatically after i changed the render api from dx10 to dx9 then, didnt even notice that
