The purpose of Greenlight is to allow anyone to get a game on Steam with the eventual goal being to enable anyone to use Steam as a store front, much like itch.io or the Humble Store. As Greenlight games are chosen by the community, it's not up to Valve to choose what gets on Steam nor is it in their best interests to do so. Personally, I think Greenlight is a bad idea only because there are so many other store fronts out there.

The system is working as intended. Community members vote for games they want to see on Steam and they appear on Steam if they prove popular enough. I think Valve has no responsibility to the consumer to police what gets on Steam via Greenlight. However, I also think that games which are released via Greenlight should be labelled as such to inform potential buyers that a game has not been vetted by Valve for quality of content. XBLIG suffered from the same thing. No quality control other than by the community, which can be easily manipulated. Even non-games appeared on the service and the quality was inconsistent at best.

However, Greenlight's existence doesn't save Valve from being responsible for it. Jim Sterling, regardless of what you think of his character, has shown how fucked the system has been while Valve is happy keeping it afloat as it makes them money.

This game is amazing! Now on a serious note, if you want to play a FPS with Counter Strike 1.6 kind of graphic and actually has people playing it and has been available for Linux for a long time and it is completely free then download Urban Terror.
