Pirate City showcase: building the city of your dreams
Generally, your city will have 3 stages of development, and as a promising governor, you get to control a simple settlement first (stage 0). This will net you a warehouse where you can store all of the goods that your beloved ship couldnt contain. To progress to the next stage, you will have to make a certain financial investment and complete a few quests.
Get ready to provide your new home with proper protection, do favors for fellow traders (generous rewards included), search for missing people that got themselves in serious trouble, fight hideous sea monsters and punish thieves among your crew. Sounds like some great adventures are waiting for you, captain!
With each new stage, your city will get bigger: new taverns and shops will unlock, giving you access to more experienced crew members for hire, as well as valuable goods that you can acquire. Eventually, your fame as a city leader will expand so much that some sailors would be honored to work on your vessel absolutely for free! Ahoy, pirates! We have recently announced the Pirate City DLC, and we plan to share the details regarding its most prominent features over the coming weeks. Today, we will go over the ability to build and develop your own settlement and become the richest and most famous captain of them all!
What does it take to be a governor?

Hey Captain! Now that you’ve got the Jolly Roger fluttering in the wind over your ship, you’re ready to rove the seas, take on merchant ships loaded with booty and storm formidable fortresses. Set sail and get your hands on all those legendary treasures that are just waiting for the picking!
When we created Tempest, we focused on the most thrilling part of pirate life – sea battles.
As you navigate the dangerous waters of the game you won’t just catch up with merchants, but you will encounter fellow pirates, creepy followers of a mysterious cult and terrible mythical monsters: Kraken, Leviathan and other infamous creatures.
Your ship – the pride and joy of any freebooter – can be customized in many ways. You are free to change almost everything – from the color of your flag and sails to the ship’s hull and figurehead.
Of course, there are plenty of weapons to choose from for every battle, including cannons, mortars, flame throwers and so on. Also there are special tools ready to help you to rig the ship for any purpose. However, you can win the most valuable artifacts only by finishing the multilevel quests called “legends”.
