Update 1.0.3 - Russian and French!

Hey! We're here with the first update, mostly bug fixes and UX:
ARCADE:
- Moles no longer become invincible a few frames late
- Time requirements for challenge more humanly possible
- New achievements for the toughest challenges
- Grafitti time can now be set on seconds jumping in intervals of 15s
- Countdown adjusts better to Extra Rules involving game speed
- Changed blinking timing of score counter tvs so they are more easily readable
- Added and polished sound for Extra Rules
- Fixed "Previously on rumpus" sign size
- Corrected a few issues with the French translation
- Added Russian localization (thanks to @CharmyCthulhu!)
- Mouse cursor now hides on fullscreen
- Small text fixes
- Fixed aligment of hint beneath arcade level preview
- Reduced and refined quality settings
- Fixed misc performance issues
