ROMBIE v1.19: Important fixes

Jobs that can't find targets (likely in small areas) will now properly report a failure message instead of causing unstable behavior
Gun names are now properly saved (old saves will still have "gun" as the name)
Reduced volume of player damage sounds
Tweaked movement code to hopefully reduce stutter in high frame rate scenarios

This update, now on the default branch, includes the v1.18 fix.
