Though the demo source code has been publically available on github for free, and the full source code has been available on itch.io for a long time, it was never available through Steam until now.

Go to the Lizard game page of your Steam library.
Scroll down to the DLC section, use the checkbox to install the DLC.
Right click on Lizard in your games list, select Properties.
Select the LOCAL FILES tab.
Click BROWSE LOCAL FILES...
You will find folders containing the installed DLC.

Lizard has now been ported to SNES. This plays exactly the same as the NES version, but will run on SNES hardware or emulators.
