Fix bug of Chapter 3

Revised version: v1.0.4 Issue: If Sister's event completed before Ferdinand's event started in Chapter3, Ferdinand's event can be completed before started. Then other events of chapter3 will not be unable to start. Fixes: - Fix above bug - Added a patch to fix state if already completed Ferdinand's event without start I apologize for the inconvenience.
