Dark Dealings v0.53

Fixed issues with the Car Hack UI rotating at a slight offset.
Jazzed up the 3rd Person Compass pointer a little.
Added Static store locations.
Added basic quest info to inventory screen.
Started work on new water solution, temporary one currently in place.
