Removed Liquid Gas resource input from EXSY module/system
Increase upkeep of HCA
Decrease workforce output of HCA
Increase workforce output of CAB and QAT
Decrease upkeep of CAB and QAT
Removed tech dependency from BUHA and raised workforce requirement by 100
