Fixed bug where tutorial breaks when player triggers deploy limit hint before Brazil deployment
Fixed bug where tutorial breaks when player has no troops in Brazil (can't attack afterwards)
Fixed bug where country highlights in tutorial get stuck when player is deploying units outside Brazil first
