Previously, unlikely outcomes were possible, such as Communists hiring White Russian Bandits. This issue has been resolved with the current patch. Hiring bandits outside of a character's home province is now more challenging, especially if the bandit unit is strong or heavily armed. In such cases, you might need to pay extra to recruit them. Consequently, you should now send only your most skilled negotiators to persuade bandits to join your side. Traits like being an opium or gambling addict could be advantageous in negotiations with bandit leaders.
There were some odd behaviors observed while using the HQ panel for troop management. These issues have been resolved. Reworked Action for Hiring Bandits on Your Side
