0.9.3 VSync, Translations, Improvements, and Fixes

Hello everyone! In this update, Ive made many improvements, including some based on your feedback!

Game Time, Performance:

Added an algorithm that limits economy updates and animation calculations to no more than 90 times per second. This helps reduce CPU and RAM usage for players with over 90 FPS.
Improved game time interpolation to smooth out animations and calculations during occasional freezes, if they occur.
Fixed bugs where the displayed game speed was incorrect or didn't update properly.

Game Menu and Settings (Esc):

Added the ability to change settings during gameplay.
Added a camera reset option in the menu.
Added a mouse sensitivity setting.
Added a keyboard control sensitivity setting.
Vertical sync (VSync) is now enabled by default, with an option to toggle it on or off.

Pacts and Objectives:

Fixed objective behavior objectives now shuffle automatically after a selection is made.
Fixed an issue where the objective order would randomly change when the objective selection window was opened.

Other Improvements:

Improved translation quality.
Fixed a bug that prevented the game from launching when Steam was disabled.
Slightly improved task rotation and task quality.
