The =24]Pacific Games features 21 teams from the Oceanic regions, including 21 teams from Oceanic regions, including both FIFA-affiliated and unaffiliated teams, as well as Guam and the Northern Mariana Islands. The preliminary round will use a Swiss system to determine the final few spots in the 16-team group stage.

The group winners will then advance to a four-team knockout stage to determine the champion.

Additionally, placement playoffs will be used to determine the rankings for the remaining 12 teams from the group stage.

To make sure there are enough participants, Marshall Islands and Wallis and Futuna, two unaffiliated Oceanic teams, have been added to the database.
