Hull Upgrade Repair Nerf

Reduced health regained while not in damage in half from 2/3/4 to 1/1.5/2 per second.

Bug Fixes

Iron Horns now properly warns users when not enough gold to use ability.
Fixed an issue where international currencies weren't charged the right amounts.
Fixed an issue with Ghastly Crow smoke on Match Making.
Fixed various server side issues on queueing.
