Completed a server optimization pass
-Tweaked some post effects and decreased brightness on mobs
-Gear preset changes should result in an instant recalculation on gear stats
-Increased element drops from FFTT
-Fixed both element chat commands reporting the wrong max buff level
-Set a move speed cap of 20 for Crypt and 100 everywhere else
-Fixed an issue with certain proc's showing on self buff bar when they weren't buffs
-Fixed the seal gold bonus mult button attempting to purchase a level of the seal you were viewing as well as itself
-Some minor client side optimizations with target UI
-Fixed Cam not disabling on login on reconnect if it was disabled
-Proc's that result in player buffs now cast even if mob has died(previously all proc's were cancelled)
