The full accuracy noscope feature on the sniper felt like something that distinguished the sniper from snipers in other games. I've buffed the accuracy of the sniper when its unscoped.

Turret Balancing
- Decreased turret fire rate (2 > 1)
- Lowered damage (10 > 7)
- Capped the maximum number of turrets per player to 2
