[Balance] "Cluster"-type bullets generated by weapons such as the Cluster Missile and Cluster Turbo Grenade now consider the rotation of the payload.

[Balance] The Vagrantis T3 skill "Turret Damage Booster" has been buffed. It is stronger and now affects turret slot % effectiveness rather than base % damage buffs.
[Balance] The Vagrantis T2 skill "Fuel For Peanuts" has been buffed - it now reduces engine warp plasma requirement by 50%-100%.
[Balance] The Vagrantis T4 skill "Rocket Jump" has been buffed - it now increases engine power by 50%.
[Balance] The Vagrantis T6 skill "Warp Enabled Bullets" has been reworked. It no longer has any skill dependencies and works as follows: Bullet velocity of fixed-point weapons, on-board turrets and summons is first increased by {0}%, and then by an additional {1}% based on the bonus attack speed to fixed-point weapons.
[Balance] The Vagrantis T7 skill "Omnipotent Fortitude" has been nerfed for smaller ships, but buffed for larger ships as the ship diameter penalty now is reduced (diameter ^ 0.8).

[Bug fix] Fixed an error that caused network clients to nullify item cooldowns on item swaps.
