Addressing "#2803 - Fix the rendering of the hat layer"

- Added Editor Tool to generated clip masks for hair and hats

- Added support for hats all over the codebase

- Tweaked Steam Purchase Workflow for improved safety and reporting

- Changed Store key shortcut from N to B

- Tweaked Front Weapon in Player Character to ensure correct rendering order when the player wears a hat

- Fixed hair rendering during battles and voyages

- Minor tweaks

SFX for mining ores action now plays for all clients, even if the ore node is empty
