This is GameStudio, a tool to create 2d games. Is super easy to use and is totally free. Any sugestion to make the engine better is accepted. It is open source so that means that you can modify it and make that it adapts to the needs of your game(i recommend modifying the engine after packaging the stuff but you can do what you want).
