Radio chatter is always on because the Agents need to communicate, it is not a bug.

 You're an agent on a mission, you are the last resort! Instructions will be added inside of game soon... ~Instructions~ Click on the bad agents to get rid of them There are 3 levels. Level 1 is a cakewalk Level 2 is Medium Level 3 is..... you get the idea. After you beat all levels the game rolls credits and ends....
